Alongside new pilot certificates, Transport Canada’s 2025 drone rules introduced requirements at the organization level. For lower-risk beyond visual line of sight flights under the Level 1 Complex category, the operator must hold an RPAS Operator Certificate (RPOC). This guide gives a practical overview; confirm details with Transport Canada before applying.
| Certificate | Who holds it | What it shows |
|---|---|---|
| Pilot certificate | An individual pilot | The person has the knowledge and skills for a category of operation |
| RPAS Operator Certificate | The operator (company or individual acting as operator) | The organization has the procedures and structure to run those operations safely |
Applicants declare compliance through Transport Canada’s Drone Management Portal, following the requirements in the Canadian Aviation Regulations.
Not necessarily. A photographer or inspector flying within visual line of sight under Basic or Advanced rules doesn’t need an RPOC. It becomes relevant when you move into Level 1 Complex BVLOS operations, or when clients require formal operator procedures.
Good practice even without an RPOC: a short operations manual and maintenance log improve safety, impress clients and often help with insurance. See drone insurance in Canada.
